Well, you shouldn't be afraid to mix between attributes (as long as its not too much), but yea, factions elementalists don't really have very many fire magic skills worth using. The good thing about earth magic is the utility, it doesn't just cause damage but also helps your team in several other ways, [churning earth] and [dragon's stomp] are useful by causing knock downs, [unsteady ground] is also a decent elite. [ward against melee] is a very useful skill and if you're running an earth build you should really consider taking it, its great help to the team.
However, you need to consider the long recharge in the more powerful earth spells, this is where fire spells are useful, ie. [fireball] and [lava arrows], because they have a low recharge and can be cast in between the longer-recharging skills. [stoning] is also a nice skill, but it has quite a high energy cost.
You also need to consider energy management, [glyph of lesser energy] and attunement skills are usually sufficient.

With a fire build, it's best to invest in an attribute line other than fire as well, since bringing more than 2 or 3 damage skills is redundant. You can bring [Ward Against Melee] [Aegis] [Heal Party] along with doing nice damage.
Unfortunately, a lot of the better fire magic skills are in Prophecies and Nightfall.
If you have Factions only, I'd suggest Earth magic. There are plenty of powerful Earth skills that are Core and Factions only.
Here's a good Earth skill bar.
[Enfeebling Blood][Stoning][Glowstone][Eruption][Ward Against melee][Earth Attunement][Unsteady Ground][empty]
Tons of melee hate and knockdowns. It's very fun.

Your bar is a bad example of Core and Factions only. [glowstone] is nightfall, [eruption] is prophecies.
Earth is good still, though if I was restricted to Factions only, I would probably go air and run dual attune along with [ward against melee].
I'm not too sure on what I'd run factions only with an earth ele, possibly mostly wards (though h/h fail horribly at staying in the wards), and kd spam.

If you really don't want to buy another campaign, I would consider using multiple element builds with complimentary skills. Factions alone doesn't offer a whole lot of skills for any one attribute.
As far as farming builds there aren't many options with just factions/core skills. [Stone striker] , [Stoneflesh Aura] , and [Glyph of Swiftness] are the ones most used in farming builds.

Should you want, Faction also has many of the key Water magic skills. Thinking of Vapor blade, Shatterstone, maelstrom, deep freeze... Most of it is designed for a spike build, which does moderately well in faction PvE, tough you have some hex synergy with assassin (Assass's promise).
EDIT : Looking into it, there is also some not so bad combo for water/air hybrid.

[Eruption] could be an optional slot. Great for [Pain Inverter] or a rez.

well [pain inverter] is from gwen, so i doubt he'll be able to use that if he... you know... doesn't have gwen. and you already have an empty skill slot on the bar you posted, so eruption-->res sig still leaves a slot open.
